I write this in hopes of saving anyone looking to build a home in Brookings heartache, and urge everyone to be proactive, as for me, the process was a disaster.
Once you have decided to build, do your homework when selecting a contractor to build your dream home. Check the contractor’s board, check the licensing and hopefully get recommendations and references. The building process is exciting and you as homeowners should follow along closely to ensure you are getting what you paid for. It is not only the contractor that can make mistakes.
The city of Brookings failed in inspecting my home. The inspector himself, Dennis Tibbets, knocked on my door and handed me my certificate of occupancy and told me I was clear to move in. I was told that by receiving my certificate of occupancy, it is implied that the city inspector did a complete review of the file and all items were complete and the home is ready for occupancy. Subsequently, I discovered that the defects that came to light in my home could have been avoided if the city had done the job they are supposed to do. I moved into my home, complete with certificate of occupancy, only to discover that my HOME never had any plumbing inspections after the initial rough plumbing. Once the city was put on notice that my home did not have any final plumbing inspections, an inspector was sent out to do a final plumbing inspection. The inspector failed the plumbing for multiple reasons, including an improperly installed master soaking tub, and an improperly installed hot water heater. These are two very large errors Dennis Tibbets made. If you are building a home in Brookings, be aware that the city of Brookings does not do what they are supposed to do to protect the consumer. We need a more qualified inspector.
It is my firm belief that if Dennis Tibbets did his job the way he should have, I would not have the issues with the home or the expense to have everything corrected. If I had the needed inspections, the failed systems would not have happened. If Dennis Tibbets actually looked at the file he would have seen I was missing inspections and he should NEVER have issued a certificate of occupancy.
