In addition, the board agreed to his proposed employment separation agreement.
That agreement allows Gallagher to resign from the position he has held since 2015 but remain as a consultant for the district over the next six months, while being paid his current salary.
The arrangement is estimated to cost the district about $100,000.
During that six-month period should Gallagher find “comparable employment” - a term not specifically defined in the agreement - the district would not be obligated to finance the remaining months of his separation agreement.
Additionally, the agreement stipulates that the board not disclose any of the “events leading to this Agreement.”
As a result, board members were not able to comment on the reason or reasons prompting Gallagher’s resignation.
Efforts to reach Gallagher were unsuccessful.
Gallagher recently had been announced as a finalist for the vacant superintendent position at Creswell School District near Eugene, but he was not hired.
Following their July 5 vote, the board discussed the process by which an interim replacement for Gallagher be selected, as outlined by the Oregon School Board Association (OSBA).
On July 8, the school board held a citizen-input session to discuss the qualities and qualifications desired for an upcoming interim superintendent.
OSBA’s recommended list of qualifications includes educational leadership experience; strong communication skills; the ability to plan and organize; experience in selecting, evaluating and developing personnel; knowledge of curriculum development; knowledge of business and support service systems; experience in administering collective bargaining agreements; and the ability to motivate staff and involve them in decision making.
OSBA also provided the board with a timeline that identified key milestones in the search and hiring process of an interim superintendent, with a goal of finding a replacement before the 2019-2020 school year.
Interim superintendent applications will be accepted between July 10 and July 22. Interviews will be conducted Aug. 13 and Aug. 15.
The plan calls for the school board to vote to hire the successful candidate Aug. 21.
