Law enforcement last Thursday arrested 67-year-old Phillip Ward Frost of Brookings after a juvenile reported he had sexually assaulted her.
The juvenile’s name is not being released at this time.
According to a Brookings police report, Frost allegedly delivered marijuana to the juvenile, held her against her will and sexually abused her in early February. The juvenile was able to escape his home and was picked up by a middle-aged Brookings woman in a red vehicle who took her and her dog to California.
Police are also looking for this good samaritan, the report reads.
Based on the juvenile’s statement and a search of Frost’s house, police charged him with unlawful delivery of marijuana to a juvenile, second-degree kidnapping, first-degree unlawful sexual penetration, and first- and second-degree sexual abuse. He was arraigned on those charges March 2.
Frost recently moved to Brookings from Humboldt County, California.
