Brookings City Council narrowed the candidates for city manager down from 32 to three in executive session Monday night.

The announcement came after a closed session attended only by members of the press and city council members. There they discussed the qualifications of half a dozen candidates, finally agreeing to schedule three candidates for interviews within the next two weeks.

The search for a new Brookings city manager got under way in May after Tom Weldon announced he would be leaving the position he has held for six years.

The city contracted with the League of Oregon Cities to conduct a search for qualified candidates. Executive Director Richard Townsend said the leagues fee for conducting the search is $5,000 and includes placing of advertisements, qualifying applicants and conducting background checks.

The city also issued a recruiting brochure explaining the application process and providing information about the community and the job.

Closing date for applications was June 30. A total of 32 applications were received and the League of Oregon Cities provided an A and B list of candidates.

The city manager position was created in the city charter and is defined by an ordinance that sets duties, powers, responsibilities and authority.

The ordinance requires the city manager to establish residency in the city within six months of appointment and carry a bond for the faithful performance of duties (the city pays for the bond).

The city manager is responsible for enforcing all ordinances of the city, including the provisions of all franchises, leases, contracts, permits and privileges granted by or running to the city.

He acts as purchasing agent for all city departments, is responsible for preparing and submitting to the Budget Committee the annual budget estimates, supervises the operation of all public utilities owned and operated by the city, has general supervision over all city real or personal property and supervises the expenditures of all departments, according to the brochure.

The position is an exempt position with a salary range of $52,000 to $62,000 per year with starting salary to be determined based on education and experience.
