Brookings new finance director and recorder reported to work Thursday and for Randy Reed it was like coming home.

Reed has spent the last two years as assistant director of finance in Kenner, La., population 80,000.

In his employment application, Reed said that his position has enabled me to expand my knowledge of government as well as evolve professionally.

However, he said, it is my desire to return to the Pacific Northwest, which was home for many years.

Reed, a bachelor, said he hadnt really thought about changing jobs until a friend e-mailed him about the Brookings job.

I have a good friend who works for the city of The Dalles and she e-mailed me about your opening, Reed said in his letter of application.

Brookings is one of my favorite cities on the Oregon Coast and I would be delighted to live and work there, he wrote.

Reed started his career in 1980 with the state Department of Health and Welfare in Boise, Idaho.

The first position I held with the Department of Health and Welfare was as an accountant, Reed said.

It was my duty to account for the Social Security expenditures on foster children, he said.

I also maintained the departments position control system for more than 6,000 employees statewide. It was a very complex system with hundreds of changes monthly.

Reed said he was later assigned to a newly-created Microcomputer Resource Center for the department, primarily because I was good with computers.

I designed classes for word processing software, spreadsheets and DOS and conducted training classes statewide.

In 1987 he took a job as office accountant for Roemer Steel Foundry in Longview, Wash.

The foundry was located in Washington state, but many employees lived in Oregon, so I had to withhold for Oregon income taxes and maintain records as required by both Oregon and Washington, Reed said.

In 1989, Reed became city recorder and finance director for the city of Rainier, a position he held for more than nine years before moving to Louisiana.

The city of Brookings advertised the position of finance director and city recorder in October when Gail Hedding resigned to take a position with Sutter Coast Hospital in Crescent City.

A total of 12 applicants applied for the position, which was advertised as a full-time, exempt position with a salary range of $3,619 to $4,849 per month plus excellent benefit package.

Applications came from Great Lakes, Ill.; Richland, Wash.; and Fairfield and Santa Rosa in California. Applications from Oregon included three from the Salem area and one each from Cottage Grove, Tualatin, Gold Beach and Brookings.

A panel made up of Mayor Bob Hagbom, Councilor Lorraine Kuhn, City Manager Leroy Blodgett and Lee Musser, met to narrow the field down for interviews. In December the interview committee scheduled interviews with three candidates.
