Natasha Lydean Kolb, 19, Brookings, on Sept. 17 was found not guilty of being a minor in possession of alcohol.

Mike Lee Hill, 31, Gold Beach, was convicted Sept. 21 of failure to return a canceled registration. He was ordered to pay $350.

Clinton McElfresh, 23, Brookings, failed to appear Sept. 21 for arraignment on charges of reckless driving, failure to perform duties of a driver and driving under the influence of intoxicants. A warrant was issued for his arrest.

Richard Zachary Millican, 18, Gold Beach, on Sept. 21 had charges of fishing without a license dismissed.

Randy Wayne Reeck, 46, Brookings, on Sept. 21 was convicted of contempt of court. He was sentenced to 14 days in jail.

Karla K. Wiggins, 29, Yuma, Ariz., failed to appear Sept. 21 for arraignment on a theft charge. A warrant was issued for her arrest.

David Albert Sylvester, 67, Brookings, was sentenced Sept. 22 on his convictions for two counts of first-degree sexual abuse and one of attempted sexual abuse. On the first sexual abuse count, he was sentenced to 75 months in prison and to pay $2,067. On the second, he received 75 months in prison with 21 to be served consecutively and 54 concurrently and to pay $2,067. He is also to serve 45 months’ post-prison supervision. For the attempted sexual abuse, he received 90 days in jail, to be served concurrently, three years’ probation and to pay $567.

Michael Leon Winger, 63, Salem, failed to appear Sept. 22 for arraignment on a show cause order. A warrant was issued for his arrest.

Dennis Arthur Gutierrez Jr., 21, Brookings, was convicted Sept. 22 of driving while suspended. He was placed on 12 months’ probation and ordered to pay $1,040.

Larra Jo Lively, 18, Brookings, was convicted Sept. 22 of driving under the influence of intoxicants, criminal mischief and being a minor in possession of alcohol. She was placed on a one-year diversion for the DUII and required to pay $358, for the mischief conviction, she was given an 18-month deferred sentence and ordered to pay $317. For the MIP, she was ordered to pay $300.

Lucas Ryan McPherson, 31, Cave Junction, was convicted Sept. 22 of menacing and disorderly conduct. He was given a 24-month deferred sentence for menacing and ordered to pay $567. For disorderly conduct, he was sentenced to 15 days in jail, 24 months’ probation and to pay $830.

James Dean McGee, 48, Harbor, was convicted Sept. 22 of contempt of court. He was sentenced to 180 days in jail and ordered to pay $500.

Matthew Lee Perez, 21, Brookings, was convicted Sept. 22 of driving under the influence of intoxicants, failure to appear at trial and theft. He was sentenced to 10 days in jail, 24 months’ probation and to pay $2,200 for the DUII. He was ordered to pay $250 on the failure to appear. He was sentenced to five days in jail, to be served consecutively, 24 months’ probation and to pay $130 plus $250 compensatory fine for theft.

Kevin Lee Bloomquist, 45, Brookings, failed to appear Sept. 23 for sentencing on an assault conviction. A warrant was issued for his arrest. He then appeared Sept. 24 and sentencing was reset for Sept. 29. He was taken into custody until sentencing.

Kelly Michelle Bolger, 30, North Bend, failed to appear Sept. 23 for arraignment on a show cause order. A warrant was issued for her arrest.

Robert Earl Elo, 44, Central Point, was convicted Sept.23 of driving under the influence of intoxicants. He was placed on a one-year diversion and ordered to pay $358.

Eddie David Lee, 20, Arcata, Calif., failed to appear Sept. 23 for arraignment on a show cause order. His conditional discharge was revoked and a warrant was issued for his arrest.

Jesse Gerard Degroff, 56, Brookings, was sentenced Nov. 24 to a driving under the influence conviction in 2000 and was convicted of failure to appear in 2002. He was sentenced to 24 hours in jail on the DUII conviction, 24 months’ probation and to pay $1,560. For failure to appear, he was sentenced to 20 days in jail and ordered to pay $67.

Rodney Keith Johansen, 53, Fort Bragg, Calif., was convicted Sept. 24 of two counts of driving under the influence of intoxicants. He is to be sentenced on Sept. 29.

Cecilia Belicia Ochoa, 19, Crescent City, Calif., failed to appear Sept. 24 for arraignment on a show cause order. A warrant was issued for her arrest.

Kristopher Wayne Simpson, 20, Talent,failed to appear Sept. 24 for arraignment on a show cause order. A warrant was issued for his arrest.

Barbara Florence Carter, 47, Medford, failed to appear Sept. 25 for a scheduled hearing on a felony driving under the influence of intoxicants charge. A warrant was issued for her arrest.

Shawn Quincy Phillips, 31, Brookings, was sentenced Sept. 25 for his Sept. 10 conviction for first-degree burglary and possession of methamphetamine. He was sentenced to 80 months in prison, three years’ post-prison supervision,$607 fine,$3,000 court appointed attorney fee and to pay $2,875 restitution on the burglary conviction and 10 days in jail, to be served concurrently,and to pay $1,500 for the meth conviction.

Dorine Linda Burgess, 44, Brookings, on Sept. 25 was convicted of driving under the influence of intoxicants, possession of less than an ounce of marijuana and driving while suspended. She was sentenced to 30 days in jail, starting Oct. 2, 24 months’ probation and to pay $2,540 for the DUII, to pay $500 for the marijuana conviction and $427 for driving while suspended.

Jeannie Paulett Carter, 39, Port Orford, was convicted Sept. 25 of driving under the influence of intoxicants and reckless driving. For the DUII, she was placed on a one-year diversion and ordered to pay $358. For reckless driving, she was sentenced to four days in jail, 120 hours’ community service, 24 months’ probation and to pay $627.

Zakary Michael Elliott, 26, Scottsburg, failed to appear Sept. 25 for a show cause hearing. A warrant was issued for his arrest.

Frank Lee Phelps, 71, Dufur, on Sept. 25 had charges of possession of methamphetamine dismissed.

Wayne A. Skankey, 51, Beaverton, was convicted Sept. 25 of first-degree theft as a misdemeanor and criminal trespass. Sentencing was set for Dec. 11.
