She was born, Aug. 2, 1927, in San Diego, to Walter and Helen Essley.
She married Donald Payne Sr., June 15, 1947, in Yuma, Ariz., soon after he was discharged from the service.
Donald was a Brookings native, so the couple made their home in Brookings as soon as they were married.
Frances and Donald raised seven children. She was a fun-loving mother who loved to camp, and play cards and games with her children. She played bridge at St. Timothy’s Episcopal Church for many years. Frances was an outgoing woman who had many friends. She will be remembered for all the good times and deeply missed.
Frances is survived by her daughters Connie Wilson, Janece Payne; sons Don Payne Jr., Ben Payne, and Wallace “Bud” Payne. Also surviving is her brother Richard Essley, of California and numerous grandchildren, nieces and nephews.
Frances was preceded in death by her husband Donald Payne Sr; son Ronald Payne; daughter Allie Tribur; her parents; and her brother Walter Essley.
A celebration of life will be at 3 p.m. Thursday, Dec. 19, at Howonquet Community Center, across from Lucky 7 Casino.
