Arthur H. Kostal Arthur H. Kostal, 89 of Brookings, passed away Dec. 26, 2012, in Medford. He was born March 7, 1923, in Chicago. A memorial service will be held at a later date. Submitted by the family. Rex E. Stratton Rex E. Stratton, 87, of Brookings, passed away Dec. 27, 2012, in Crescent City. He was born Sept.16, 1925, in Springfield.
