GOLD BEACH – Curry County commissioners on Tuesday approved a resolution to allow the county Health and Human Services Department to become a nonprofit stand-alone private entity to contract with the county in case another group can not be found to take over those functions.
The commissioners in February approved a resolution to authorize Health and Human Services Director Jan Kaplan to begin the process to transition the operation of Public Health from the County to another public or private entity.And it authorized Interim Mental Health Director Becky Martin, in coordination with Kaplan, to begin the process of transitioning Human Services to one or more public or private entities.
Tuesday’s action would allow the departments to spin off from the county and be a nonprofit themselves to contract with the county for those services.
Officials said that could be necessary if no other nonprofit could be found to take over those services.
“It doesn’t commit us, but it gives us an option,” Kaplan told the commissioners.
That resolution authorizes the Health and Human Services Department to create a 501c3 entity named Curry Community Health.
Under the resolution, the commissioners will appoint founding members of the board of directors for Curry Community Health.
It states that the board will continue to consider all available options for transitioning the services until a final plan is approved.
The resolution notes that Health and Human Services is a non-general fund county department and that the board of commissioners has considered different options for the organizational structure.
“The primary concern of the Board of Curry County Commissioners is to ensure that the types of services currently provided by the Curry County Health and Human Services Department are made available to Curry County residents, even if they are not provided by the county,” it says.
The resolution says that the process has included a Business Plan, consultation with the law firm of Garrett, Hemann and Robertson, P.C., discussions with existing nonprofit and governmental entities, and ongoing strategic planning led by the Health & Human Services Director and the Mental Health Director.
It says that the Business Plan demonstrates the viability of the departments as non-county operated entities.
The resolution says that by establishing the current department as a nonprofit, Curry County could subcontract in order to have a viable nonprofit entity to maintain all, or some, of the services currently provided by the Health & Human Services Department.
